BGP daemon hang via unadvanced capability pointer

Infinite-loop handling in FRRouting FRR 9.1.0 allows remote attackers to hang bgpd with a malformed MP/GR dynamic capability. The bgp_capability_msg_parse function takes error paths for invalid multiprotocol or graceful-restart capability data without advancing pnt, causing the parser to revisit the same bytes indefinitely. Reachability requires bgpd to process a dynamic-capability message from a BGP peer; the resulting hang interrupts routing service without disclosed data access or modification.
