bgpd crash via malformed Prefix SID parsing

Denial of service in FRRouting 8.4.0 through 10.0.0 allows remote authenticated users to crash bgpd via a malformed BGP UPDATE. The Prefix SID parser sets the attribute-present flag before validating transitive flags or TLVs, so malformed input reaches inconsistent error handling instead of being discarded. An established BGP peer must send the crafted UPDATE; the resulting bgpd process crash interrupts route processing without reported data disclosure or modification.
