Notebook replacement via encoded traversal note names

Authentication bypass in Apache Zeppelin 0.10.1 allows remote authenticated users to replace another user's notebook. NotebookService.normalizeNotePath checked a note name without first URL-decoding it, so encoded parent-directory segments bypassed traversal validation and resolved to an existing note path. A low-privilege account with notebook-creation access can overwrite notebook content owned by another user; the reported consequence is limited to integrity.
