Channel-admin promotion via unchecked Playbooks run linking

Improper access control in Mattermost allows remote authenticated users to become channel admins by linking a Playbooks run to a channel. The run-linking path promotes the member who starts a Playbooks run in an existing channel without checking authorization for the channel-admin role. A channel member with permission to run a playbook can alter that member's channel privileges in versions 8.1.0 through 8.1.12, 9.5.0 through 9.5.3, and 9.6.0 through 9.6.1.
