Process crash via unchecked empty stream removal

Reachable assertion in JasPer 4.2.2 allows attackers to crash image-processing applications with a crafted JPEG-2000 file. The JPC decoder's jpc_dec_process_sod function removes stream zero without first verifying that the packet-header stream list is nonempty, triggering the streamno < numstreams assertion in jpc_streamlist_remove. Any application that decodes attacker-controlled JPC data can abort without authentication, interrupting only that process.
