Out-of-bounds access via unchecked H.266 tile delta

Improper array-index validation in FFmpeg 6.1 allows remote attackers to cause undefined behavior by supplying crafted H.266 data. The H.266 picture-parameter parser validates pps_tile_idx_delta_val against the total tile count rather than bounds relative to tile_idx, permitting out-of-array access. Processing attacker-controlled H.266 parameter-set data is required; public evidence establishes neither code execution nor a specific crash outcome.
