Cross-project repository disclosure via misgrouped SQL predicate

Information disclosure in Stacklok Minder 0.0.39 allows remote authenticated users to read another project's repository data. GetRepositoryByRepoName omits parentheses around its optional provider predicate, so a null provider makes the SQL WHERE clause match unrelated rows. A low-privileged user must request a repository without specifying a provider; the returned row can expose repository metadata from another project.
