Logic error in Android 14 Framework allows local users to gain elevated privileges through incomplete device-policy migration. DevicePolicyManagerService fails to migrate screen-capture, lock-task, and user-restriction policies when a managed device upgrades from Android 13 to 14. Exploitation requires local low-privileged access to an affected upgraded device but no user interaction, and it can bypass enterprise restrictions.
