Resource exhaustion in Android 12, 12L, 13, and 14 allows local users to cause persistent denial of service through shortcut reports. ShortcutService forwards repeated reportShortcutUsed and pushDynamicShortcut events to UsageStatsManager without throttling, allowing one package to exhaust usage-reporting resources. Any local app can trigger the condition without user interaction or additional execution privileges, and the resulting interruption persists.
