Issue disclosure via missing Duo Chat SSO check

Missing authorization in GitLab EE 16.0 through 16.11.4, 17.0 through 17.0.2, and 17.1.0 allows remote authenticated users to read issues and epics. Duo Chat retrieves the content for a group member without checking whether that member has the active SAML SSO session enforced for web access. Group membership, enabled Duo Chat, and an SSO-enforced group are required; the bypass discloses issue and epic content but does not alter it.
