Incorrect authorization in JetBrains TeamCity before 2024.03 allows remote authenticated users to register additional accounts. The user-registration path accepts an account-creation operation without enforcing administrative authorization and the disabled self-registration policy. The gate is an existing non-administrative account plus network access; the bounded effect is creation of additional user identities.
