Local code execution via shutdown use-after-free

Use-after-free in Open Robotics ROS 2 Navigation2 Humble allows local users to execute arbitrary code during navigator shutdown. The BtActionServer cleanup path destroys navigator state while an accepted navigation action thread can still call NavigatorMuxer::stopNavigating on freed memory. Exploitation requires local access, an active navigation goal, and a shutdown race; successful memory corruption executes code in the nav2_bt_navigator process.
