Victim-account actions via unsanitized diff comments

Stored XSS in GitLab CE/EE 16.9 through 16.9.3 and 16.10 through 16.10.1 allows remote authenticated users to act as victims. GollumTagsFilter replaces matched text nodes with generated HTML without re-sanitizing the replacement, allowing a crafted comment to inject elements that steer diff content loading. A low-privileged user must store the payload in a project comment, and a victim must open the affected diff and interact with the injected overlay.
