Process termination via oversized max_samples allocation

Resource exhaustion in OpenDDS 3.28.1 allows local users to terminate an application by assigning an oversized DataReaderQoS max_samples value. During create_datareader, the resource-limits path accepts a value of 900,000,000 and consumes memory until the operating system sends SIGKILL. The attacker must influence application-supplied QoS locally; the public proof of concept demonstrates service interruption but no data disclosure.
