Authenticated code execution via unsanitized notification settings

Code injection in SeaCMS 12.9 allows remote authenticated users to execute arbitrary PHP code through admin_notify.php. The handler concatenates unfiltered notification values into data/admin/notify.php, so a quote-breaking value inserts executable PHP. Administrative access is required, and successful exploitation permits code execution with the web server process's permissions.
