PFE crash via unsynchronized statistics access

Missing synchronization in Junos OS on ACX5448 and ACX710 allows remote attackers to crash and restart the Packet Forwarding Engine. Concurrent interface-statistics collection and interface flapping let two processes access the same shared resource without synchronization. Exploitation requires adjacent network access and a flap during statistics collection; a successful race interrupts forwarding while the PFE restarts.
