Authenticated internal-network probing via unvalidated download URL

SSRF in Open WebUI before 0.1.117 allows remote authenticated users to send blind GET requests from the server via a crafted URL. The download endpoint in backend/apps/web/routers/utils.py passes its unvalidated url query parameter to download_file_stream, which issues an aiohttp GET request. Any authenticated account can make the server reach services available to its own network position, enabling internal-service probing without returning the response body.
