Unauthenticated UDP amplification via reliable handshake replies

Denial of service in CloudburstMC Network before 1.0.0.CR1-20240330.101522-15 allows remote attackers to amplify UDP traffic. RakServerOnlineInitialHandler marks the pre-authentication Connection Request Accepted packet as reliable, caches it, and honors attacker-selected NAK ranges. A spoofable UDP client can request thousands of retransmissions before address ownership is verified, directing reflected traffic at a third party or provoking suspension of the library host.
