Suspended-account takeover via unchecked password reset

Authentication bypass in Anope before 2.0.15 allows remote attackers to access suspended accounts through password reset. The NickServ reset-password command and passcode handler fail to check the NS_SUSPENDED account flag before changing credentials. Knowledge of the registered email permits a reset, after which the suspended identity can be forced online, dropped, and re-registered.
