Improper access control in HCL Leap before 9.3.8 allows remote authenticated users with certain admin roles to import server files. The application-import endpoint accepts a server-filesystem source without enforcing the intended authorization boundary, turning server files into imported applications. Reachability requires certain administrative users; HCL has not published the endpoint name, failed check, or exact files exposed.
