Account creation via improperly authorized registration endpoint

Improper authorization in Teledyne FLIR AX8 1.46.0 through 1.46.16 allows remote authenticated users to create arbitrary accounts. The /tools/test_login.php?action=register endpoint accepts attacker-supplied registration data without verifying that the caller can add users. Low-privileged web access is required, and successful exploitation adds a user account to the camera's internal web interface.
