Host denial of service via unbounded manifest allocation

Resource exhaustion in Sigstore Cosign before 2.2.4 allows remote authenticated users to crash the host via a malicious OCI artifact. The remote signature-loading Get method sizes a new slice from the unvalidated layer count in an artifact manifest, allowing excessive memory allocation. Exploitation requires placing the crafted artifact where Cosign processes it and inducing a user or workflow to perform the affected operation; memory exhaustion can interrupt every service on the host.
