Suppressed request disclosure via inverted visibility check

Information disclosure in Miraheze CreateWiki allows remote authenticated users to read suppressed wiki requests across a wiki farm. In RequestWikiRequestViewer.php, a negated value is strictly compared with the read marker, causing the intended visibility and createwiki authorization check to be skipped for some requests. An account with delete or suppressrevision rights on any farm wiki can access another wiki's request entry; the upstream advisory states that the briefly affected REST API was not deployed.
