Token claim forgery via unprotected reserved namespace

Incorrect authorization in affected ZITADEL 2.x releases allows remote authenticated users to overwrite reserved token claims. The Actions custom-claim setter accepted urn:zitadel:iam-prefixed keys when ZITADEL had not already populated the same key. Exploitation requires high privileges and an affected user flow, after which relying applications can trust forged identity metadata.
