Authenticated report disclosure via omitted canView check

Incorrect authorization in Silverstripe Reports before 5.2.3 allows remote authenticated users to view restricted reports by direct URL. The ReportAdmin handleAction method selects the requested report but fails to call its canView method before delegating the request. Access requires CMS_ACCESS_ReportAdmin permission and a report whose canView method denies that user; the result is read-only disclosure of report data.
