Unauthorized topic operations via incomplete permission checks

Affected Apache Pulsar brokers allow remote authenticated users to perform restricted partitioned-topic and namespace operations. The partitioned-topic and namespace-property admin endpoints accept produce or consume privileges where tenant-admin or superuser authorization is required. With the default authorization provider, low-privileged users can unload topics, trigger compaction, alter subscriptions, and read or change namespace metadata across tenants.
