Process crash via T.38 reassembly use-after-free

Use-after-free in Wireshark's T.38 dissector 4.0.0 through 4.0.13 and 4.2.0 through 4.2.3 allows attackers to crash the process. force_reassemble_seq allocates reassembly data that is freed during packet-state reset, but fragment_add_seq later compares the released data. Exploitation requires a malformed T.38 packet on a monitored network or a crafted capture file to be opened, and the bounded consequence is a Wireshark or TShark crash.
