Authenticated timesheet disclosure via missing team filter

Broken access control in Kimai before 2.13.0 allows remote authenticated users to read other teams' timesheet entries through the API. The /api/timesheets?user=all handler honors view_other_timesheet but fails to apply the UI's team-membership filtering, returning entries outside the caller's teams. An account with view_other_timesheet permission and an API token is required; the consequence is unauthorized disclosure of timesheet data.
