SYSTEM privilege escalation via insecure temporary binaries

Privilege escalation in WiX Toolset Burn before 3.14.1 and 4.0.0 through 4.0.4 allows local users to gain SYSTEM privileges. When an elevated bundle starts, Burn's cache working-folder code copies and loads binaries beneath C:\Windows\Temp without restricting the new directory to administrators and SYSTEM. A standard local user can monitor directory changes, replace a staged binary before it loads, and execute code as SYSTEM when another user launches the bundle with elevation.
