Arbitrary code execution via unrestricted class instantiation

Deserialization in IBM Qiskit IBM Runtime before 0.21.2 allows local users to execute arbitrary code via crafted JSON. RuntimeDecoder accepts attacker-controlled module, class, and value fields, imports the named module, finds the class, and invokes it with supplied keyword arguments. A local low-privileged user must supply data that a consuming application passes to RuntimeDecoder; successful exploitation runs a chosen process with that application's permissions.
