Cross-tenant disk access via unchecked extraconfig VM details

Improper input validation in Apache CloudStack 4.14.0.0 through 4.18.1.0 and 4.19.0.0 allows remote authenticated users to attach KVM host devices. The deploy and update APIs accepted extraconfig-prefixed VM detail keys without enforcing the disabled feature gate, then appended supplied XML to the libvirt domain definition. An account able to deploy or reconfigure a VM can attach host storage, PCI, or USB resources and read other locally stored VM disks or reach host networks.
