Service interruption via quadratic SSH banner parsing

Resource exhaustion in Suricata 6.0.16 and earlier and 7.0.0 through 7.0.3 allows remote attackers to interrupt service via an oversized SSH banner. The SSH banner parser repeatedly reparses a growing incomplete identification line, producing quadratic CPU work, while long-banner events can flood EVE alert records. The path is reached when monitored traffic carries an SSH identification line beyond the 256-byte parser limit; no authentication or user interaction is required.
