Script execution via unvalidated startup redirect

Reflected XSS in the GoCD 19.4.0 through 23.5.0 startup loading page allows remote attackers to execute script through a crafted link. The loading page inadequately validates the redirect_to query parameter before using it to generate a browser redirect. Execution requires a user to open the link while the server is starting, typically after a separate service interruption, and occurs in a logged-out context.
