Service crash via oversized runner descriptions

Denial of service in affected GitLab CE/EE releases allows remote authenticated users to crash the service through a crafted runner description. The description field accepts tens of megabytes without a length limit, stores the value in ci_runners, and renders it on CI/CD and runner pages until backend resources are exhausted. Project-level runner registration is required; affected releases are before 16.10.6, 16.11.0 through 16.11.2, and 17.0.0, and the crash blocks service for other users.
