Private-key disclosure via post-write permission change

Information disclosure in OpenStack Magnum Yoga before 14.1.2 allows local users to read cluster certificates and private keys. The certificate manager opens and writes CA, client-certificate, and private-key cache files before changing their permissions to mode 0600. A local user must win the brief creation-to-chmod race; successful access exposes credentials used by Magnum to communicate with a cluster.
