Unauthenticated administrator creation via pre-auth function dispatch

Improper access control in SEMCMS 4.8 allows remote attackers to create administrator accounts through the admin request handler. SEMCMS_Top_include.php loads SEMCMS_Function.php and dispatches CF=user and Class=add before checkuser validates an administrator session. An unauthenticated POST with the required account fields reaches AntAdd and writes a new sc_user record, after which the attacker can sign in with administrator privileges.
