Unauthenticated administrator takeover via unchecked reset cookie

Authentication bypass in Ruijie RG-NBR700GW 10.3(4b12) allows remote attackers to reset the administrator password. The password-reset handler accepts a reset request without validating that its cookie represents an authorized session. Network access to the management interface is sufficient, after which the changed credential grants administrative device access and permits service disruption.
