Traffic disclosure via misrouted proxy packets

Cleartext transmission in Cilium before 1.13.13, 1.14.0 through 1.14.7, and 1.15.0 through 1.15.1 allows adjacent attackers to read traffic. The host datapath mishandles proxy-return traffic redirected through cilium_host, allowing packets to leave without traversing the IPsec encryption path. Exposure requires IPsec plus cross-node Layer 7 or DNS proxy traffic; native-routing L7 egress and DNS policy traffic remains a documented limitation.
