HTTP policy bypass via inconsistent traffic enforcement

Policy bypass in Cilium 1.13.9 through 1.13.12, 1.14.0 through 1.14.7, and 1.15.0 through 1.15.1 allows remote attackers to forward denied traffic. The upstream advisory identifies no function or code path, stating only that enforcement intermittently forwards in-scope HTTP traffic instead of dropping it. Exploitation requires traffic covered by an HTTP policy, and successful requests reach destinations or operations that the policy was intended to block.
