Unauthorized S3 operations via presigned URL issuance

Incorrect authorization in JetBrains TeamCity before 2023.11.4 allows remote attackers to obtain S3 presigned URLs for unauthorized requests. The S3 Artifact Storage plugin generates presigned URLs without correctly authorizing the requesting principal for the requested artifact operation. Network access and an S3 Artifact Storage configuration are required; the resulting URL permits the S3 operation encoded in it.
