Admin-triggered open redirect via scheme-relative return_url

Open redirect in Peering Manager 1.8.2 and earlier allows remote authenticated users to redirect users through a crafted return_url. GetReturnURLMixin trusts any return_url beginning with a slash, so scheme-relative values containing an external authority pass its local-path check. Exploitation requires high-privileged access to place the redirect and user interaction to follow it; the bounded effect is navigation to an attacker-chosen site.
