Victim-context script execution via unsafe as_link filter

Stored XSS in AS or Platform names in Peering Manager before 1.8.3 allows remote authenticated users to run JavaScript on a router page. The router template passes an autonomous-system object to the as_link filter, which interpolates its name into HTML and marks the result safe, disabling Django auto-escaping. High-privilege access is required to store the name and create the router, and a victim must open its detail page; the script runs with that victim's permissions.
