Cross-session data exposure via shared stream buffer

Data exposure in Deno 1.35.1 through 1.36.2 allows remote attackers to read another session's bytes via concurrent stream reads. LibuvStreamWrap.#read in stream_wrap.ts reuses the global BUF array across simultaneous asynchronous Node.js-compatible socket or file reads. A second concurrent stream is required; affected applications can deliver one user's network or file-stream bytes to another session.
