ospfd crash via missing TE edge attributes

Denial of service in FRRouting 10.0.0 and earlier allows remote attackers to crash ospfd via a malformed OSPF LSA packet. ospf_te_parse_te creates a traffic-engineering edge without attributes when an LSA supplies neither a local address nor a local ID, then accesses the missing attribute field. The attacker must be able to deliver an OSPF LSA to ospfd; the reported consequence is a routing-daemon crash and service interruption, with no data disclosure or modification reported.
