Authenticated configuration changes via rejected gNMI Set requests

Authorization failure in Arista EOS 4.24.0 through 4.31.2F allows remote authenticated users to apply switch configuration through gNMI. With OpenConfig enabled under an SSL profile, the gNMI authorization path executes a Set request that should be rejected, committing its requested configuration. Low-privileged network access to the gNMI service is required; the bounded impact is unauthorized configuration change and possible service interruption.
