Protected file modification via incorrect PackageKit permissions

Incorrect permissions in macOS PackageKit before 12.7.6, 13.6.8, and 14.6 allow local users to modify protected file-system areas. PackageKit applies insufficient restrictions to an undisclosed protected-file operation; Apple has not published the affected function or input path. Execution of a low-privileged local app is required, and the bounded consequence is unauthorized file-system modification rather than code execution.
