Privilege escalation via predictable CSRF token seed

Cross-site request forgery in GNU Project Savane 3.12 and earlier allows remote attackers to escalate privileges through a forged form_id. form_header() calls utils_srand(), which seeds PHP's PRNG from the current Unix timestamp, then hashes a predictable mt_rand() value into the CSRF token. Exploitation requires a victim to submit an attacker-controlled request while authenticated; a matching token can enable account takeover.
