Cross-project attachment deletion via unchecked file identifier

Insecure direct object reference in GNU Savane 3.12 and earlier allows remote authenticated users to delete arbitrary tracker attachments. The trackers_data_delete_file function passes a user-controlled file_id to unlink after validating only that item_id belongs to the caller's group, not that the attachment belongs to that item. A group bug-tracker administrator can enumerate predictable file identifiers and remove attachments belonging to other projects, interrupting access to those files.
