Memory exhaustion via unreleased header allocation

Memory leak in the ts2las utility in libLAS 1.8.1 allows context-dependent attackers to consume process memory through TerraSolid input. The utility allocates the hdr object with new, then returns from an error branch without deleting it or using the allocation. Processing attacker-controlled data is required, and the published artifact does not establish service-wide denial of service.
