System hang via enabled PPE scan mode

Denial of service in the MediaTek Ethernet PPE driver in Linux allows local users to hang the system during reboot. The mtk_ppe_stop function disables the PPE while scan mode remains enabled, allowing packet-processing shutdown to stall indefinitely. Reachability requires local low-privileged access and a reboot path that stops the affected PPE; the bounded consequence is a system hang.
